Whereas the Atlas Tube Recreation Centre was constructed in phases and first became operational not even 10 years ago; And whereas numerous issues and deficiencies with the Atlas Tube Recreation Centre have been discovered since its initial opening, and continue to be discovered to date; And whereas some, if not all, of the issues and deficiencies that have been discovered at the Atlas Tube Recreation Centre since its initial opening, could have been identified and addressed at an earlier stage; And the costs to repair issues and deficiencies identified at the Atlas Tube Recreation Centre has largely fallen on the residents of the Municipality of Lakeshore, on top of the tax levies required to fund the construction and operation of the facility; Now therefore be it resolved that an independent, external audit be conducted on the Atlas Tube Recreation Centre, to promote accountability and gain a transparent understanding of how the issues and deficiencies were not previously identified or addressed, to identify future potential issues and deficiencies, and to investigate potential solutions and mechanisms to address all issues and deficiencies, including reimbursement for the cost of the necessary repairs; and Be it further resolved that a report, detailing the scope, timeline, and work-plan, be brought back to Council for the Municipality of Lakeshore regarding the external audit to be conducted on the Atlas Tube Recreation Centre, prior to proceeding with the audit.
